15 Charged In Orange County's Massive Undercover Drug Bust

ORANGE COUNTY, N.Y. – An undercover investigation dubbed "Aces High" led to charges of drug trafficking for 15 suspects throughout Orange County, according to District Attorney David Hoovler.

The drug investigation used undercover police officers to purchase fentanyl, heroin, cocaine, and prescription medications like . 

Of the 15 charged with criminal sale of a controlled substance, authorities are seeking the public's help in tracking down:

  • Michael Shivers, 55, of Newburgh
  • James Cox, 34, of Newburgh
  • Ricky, McNeil, 29, of Newburgh
  • James Turner, 36 of Newburgh
  • Shawn Neil, 29, of Wallkill 

Ten of those charged are in custody:

  • Joe “Capital” Bailey, 36, of Newburgh
  • Robert Smith, 34, of Newburgh
  • Asha McHale, 46, of Blooming Grove
  • Damion “Toetoe” Jackson, 36, of Newburgh
  • Scott Lemin, 46, of Blooming Grove
  • Russell Knight, 30, of Newburgh
  • Tashay Deans, 31, of Newburgh
  • Tashon Murphy, 29, of Newburgh
  • Wesley Patterson, 34, of New Windsor
  • Rey Colon, 50, of Port Jervis

“Drug dealers selling opioids, including heroin and oxycodone, truly are merchants of death.” Hoovler said in a statement. “As of August 2017, there have been eighteen suspected, and at least fifteen confirmed, overdose deaths in Orange County. Since the beginning of 2016 police officers in Orange County have had to administer Narcan 138 times to assist individuals suffering from opioid-induced overdoses, resulting in 119 lives being saved. The illegal drug epidemic requires a constant and serious response. The key to the success of these narcotics enforcement actions has been the collective efforts of the police agencies involved." 

The Orange County Drug Task Force was assisted by the Village of Goshen Police Department, the Town of New Windsor Police Department, the City of Newburgh Police Department, and the City of Port Jervis Police Department. The U.S. Marshal's Service is helping to apprehend those still on the run, the District Attorney said.
