The announcement notes that police arrived to the area of Old Post Road (Road 22) near Gordon Avenue, which at around 5:21 a.m., in response to a report of a body lying on the southbound shoulder.
Kelly, who was pronounced dead at the scene, did not exhibit signs of "major trauma," according to police.
Kelly's vehicle, which did not show signs of damage, was parked at a gas station located north of the scene, police said.
Route 22 was closed earlier on Friday, Daily Voice previously reported.
Police note that the investigation into Kelly's death is ongoing and urge anyone who can provide information to call 914-241-3111.
