The accident happened around 11:45 p.m. Wednesday night in front of police headquarters, police said.

An officer was in the middle of a traffic stop and the car was hit just after he re-entered the car, police said. He got out of the car and arrested the driver.

The driver, 22-year old Samuel Holzberg of Elmwood Park, N.J., refused to submit to a Breathalyzer test and was driving with a suspended license in New York, police said.

He was released on $1,000 bail pending a future appearance in Suffern Justice Court.

The officer was unhurt besides a sore neck, police said.
