The benefit is dependent on income and family size, and payments go directly to the utility company. The grant for families varies according to size of each household.
To be eligible, single persons living alone must have a monthly gross income no higher than $2,300. Eligible monthly income limits for larger households include the following:
- Two-person households must not exceed $3,007
- Three-person households must not exceed $3,715
- Four-person households must not exceed $4,423
- Five-person households must not exceed $5,130
- Six-person households must not exceed $5,838
- Seven-person households must not exceed $5,971
- Eight-person households must not exceed $6,103
- Nine-person households must not exceed $6,236
- 10-person households must not exceed $6,369
- 11-person households must not exceed $6,671
In households with more than 11 people, the income limit is increased by $520 for each additional person.
Anyone living in federally subsidized housing or enrolled in the Section 8 voucher/certificate program where heat is included in the rent is not eligible.
Applications have been mailed to previous HEAP households with individuals who are 60 years and older, disabled or with a child younger than 6.
Persons older than 60 and the disabled who have not previously received HEAP can apply by calling the County Office for the Aging at 845-364-2101.
An interview is not required for HEAP applicants who received a HEAP benefit in the 2015-16 season and continue to reside in the same county.
Residents do not have to be facing a shutoff to receive a regular HEAP benefit.
The one-time regular benefit ranges from a $30 to $35 renters benefit to a maximum of $626 per household for heating with oil, kerosene or propane, and $401 for gas or electric.
Regular HEAP applications must not be received before Nov. 14, but must be received no later than March 15. During this period, residents can apply online.
New HEAP applicants will be seen by appointment only. Appointments will not be taken until Nov. 14.
