Edwin Dale Sims, of Woodbridge, was identified as the Richmond highway driver who pulled a gun on the 32-year-old mom and her 5-year-old child around 4:40 p.m. Wednesday, May 15 on Richmond Highway, PWC police said. Sims "brandished" a firearm at the victim’s vehicle before the vehicles separated.
